The City of Houston appeals from orders denying its plea to the jurisdiction on the claims of Petroleum Traders Corporation ("PTC") for (1) breach of contract; (2) lost profits; (3) quantum meruit; (4) attorneys fees; and (5) conversion. We conclude that the contract between the City and PTC was properly executed, and the Citys immunity from suit on PTCs contract claim has been waived by statute. We further conclude that the City is immune from suit on PTCs remaining claims. Accordingly, we affirm in part and reverse in part.
